The plaintiff school district filed a complaint for administrative review of the decision of the Regional Board of School Trustees, which granted the petition of a group of homeowners to detach their properties from the district and to attach them to another school district. The circuit court upheld the regional board’s decision and the district appealed. The appellate court reversed, finding that regional board erred in considering evidence that was both statutorily prohibited and not contained in the record and that the board improperly engaged in speculation and that the petitioners failed to prove that the benefits of attaching to the new school district would outweigh the detriment caused to the plaintiff.
