In an appeal of a lengthy case where the Department of Financial and Professional Regulation sought to impose discipline against the plaintiff for activities related to his actions as a licensed chiropractor, the appellate court was asked to review a decision of the circuit court that reversed the administrative decision to suspend the plaintiff's license. The appellate court reversed the circuit court and affirmed the agency decision, finding that the agency decision was not an abuse of discretion where the discipline imposed was not overly harsh and where it could not be said that it failed to serve the end of protecting the public health and welfare from those not qualified to practice medicine.
