ISBA Central Discussions

Legislation

The Section Council reviewed 106 bills that may affect their members’ practice area. Highlights of the most recent legislative session include:

  • Senate Bill 3538 provides that if a county (home rule or not), municipality (home rule or not), or fire protection district is a self-insurer for purposes of providing health insurance coverage for its employees, the insurance coverage must include mental health counseling for any employee who is a first responder without imposing a deductible, coinsurance, copayment, or any other cost-sharing requirement on the coverage provided.
  • House Bill 4588 extends the repeal date of the Risk Retention Companies Article of the Illinois Insurance Code from January 1, 2027, to January 1, 2057.
  • House Bill 5395 creates the Health Care Protection Act.  A key initiative of Governor Pritzker, the bill, among other things, eliminates prior authorization for inpatient mental health treatment at participating hospitals.
