William J. Nolan, assistant chief of court services, Cook County Sheriff’s Department, at the Daley Center in Chicago, received the 2011 Law Enforcement Award from the Illinois State Bar Association on Tuesday, May 17, in the Daley Center courtroom of the judge who nominated him, Cook County Associate Judge Cheryl D. Cesario. Chicago attorney John G. Locallo, ISBA president-elect, was on hand to present the award. The Law Enforcement Award was created to recognize sworn law enforcement officers for conduct that promotes justice and to distinguish those individuals whose service to the public brings honor and respect to the entire criminal justice system. It is given sparingly to recognize those who truly excel in the field of law enforcement. "Chief" Nolan was recognized for his professionalism and competency on the job as well as his extensive volunteer efforts. Responsible for all security at the Daley Center, including deputy coverage for the courtrooms, the search responsibilities of a double-entry building and the daily prisoner transport, the Chief handles his duties without ever seeming flustered or uneven, according to Judge Cesario. A former president of the Fraternal Order of Police, he was frequently quoted in the media and worked the halls of the State Capitol Building in Springfield, lobbying for tough but fair enforcement policies and laws. "Chief" Nolan has given countless hours over a period of 36 years to help the Easter Seals of Metropolitan Chicago, including assistance with their day care, day camp and Head Start programs. He has participated in its telethons and annual “Walk with Me” events. He also is deeply active in Dreams for Kids, which takes disadvantaged teens to outdoor activities and provides them with scholarships and mentoring. In her letter of nomination, Judge Cesario wrote that “his very presence and demeanor lend credibility and integrity to the criminal justice system.” She noted that his deputies can be overheard speaking about “their Chief and ‘how good he is.’ ” John Locallo said: "Chief Nolan stands out because he goes above the demands of his job to give back to the community. He deserves our recognition, respect and this accolade."
