The Paycheck Protection Program, an integral part of the CARES Act passed by Congress in March 2020, was designed to provide a direct incentive for small businesses to keep their workers on the payroll. But the Paycheck Protection Program changed substantially with the Paycheck Protection Program Flexibility Act of 2020—and may change again if the Heroes Act becomes law. The federal guidelines on the Paycheck Protection Program continue to evolve even as loan recipients near the time to seek full or partial forgiveness on their loans.
