The Honorable Judge James L. Foreman, 85, of Paducah and Key Largo, Fla., and formerly of Metropolis, passed away at on June 3, 2012, in Lourdes Hospital in Paducah.
Judge Foreman served in the U.S. Navy during World War II.
He attended University of Illinois, where he was a member of Lambda Chi Alpha Fraternity and received a Bachelor of Science from the university in 1950. In 1952, he received a law degree from University of Illinois and began practicing in Metropolis, establishing the law office of Chase and Foreman in 1955. From 1953 to 1960, Judge Foreman served as assistant attorney general for the state of Illinois, state's attorney for Massac County, 1960 to 1964, and special assistant attorney general for the state of Illinois, 1969 to 1972. In 1972, he was appointed U.S. federal judge by then President Richard M. Nixon for the Eastern District (now the Southern District) of Illinois. He became chief judge in 1978, serving in this capacity through 1992 when he became a senior district judge until his retirement from the bench in 2006.

A lot has changed on the Benton Public Square since William Henry Hart was admitted to the Illinois Bar Association on May 10, 1887.
Successor and grandson Richard O. Hart said that date, May 10, marked 125 years in business for the family of attorneys.
“My grandfather didn’t go to law school,” Richard Hart said. “Back then, you were not required to go to law school. I’m not even sure there was such a thing as law school. You studied and were certified by your teacher. He studied and was admitted to the bar association in 1887. There is a photo in the courthouse of Judge Duff’s law class that includes my grandfather.

ISBA Secretary Russell K. Scott has been selected to receive the American Inns of Court 2012 Professionalism Award for the Seventh Circuit. The award was presented by Judge J. Phil Gilbert, U.S. District Court for the Southern District of Illinois on May 7 in Chicago.
Scott is an officer and practice group manager in the Belleville firm of Greensfelder, Hemker & Gale, P.C., and is also a certified mediator. Well-known for his skill, professionalism, and integrity as a trial attorney, Scott has several areas of specialty including the defense of legal and medical malpractice suits, product liability actions, industrial accident cases, insurance matters, and commercial litigation.
Scott was a partner at Dunham, Boman, and Leskera in Belleville from 1976–1999 and served as senior law clerk for the Honorable John Marshall Karns, Jr. of the State of Illinois, Fifth District Appellate Court, from 1975–1976. Scott earned his undergraduate degree from Earlham College in Richmond, Indiana, and his JD from Washington University in St. Louis in 1974.

Harold G. Belsheim, II, 63, of O'Fallon, Ill., born July 4, 1948, in Fort Dodge, Iowa, passed away peacefully on Monday, April 9, 2012, at his home in O'Fallon.
Mr. Belsheim was a partner in the law firm of Belsheim & Bruckert, L.L.C., O'Fallon, Ill.
He earned a bachelor of arts degree from Concordia College in Fort Wayne, Ind., an MBA from Washington University in St. Louis, Mo., and his Juris Doctor (J.D.) from Washington University School of Law in St. Louis, Mo. He had been practicing law in Missouri and Southwestern Illinois for more than 30 years. Mr. Belsheim practiced specifically in the areas of municipal law, real estate law, large-tract commercial development, and business law.
Mr. Belsheim was a member of the Illinois State Bar Association, Missouri Bar Association, St. Clair County and St. Louis Metropolitan Bar Associations, Illinois Municipal League, the Illinois Tax Increment Association, and the Southwestern Illinois Council of Mayors.
Mr. Belsheim also served on the Board of Trustees at McKendree University, Lebanon, Ill. He was a former alderman for the City of O'Fallon, vice chair of the St. Clair County GOP, and a Republican precinct committeeman for Precinct 16 in St. Clair County, Ill.
While his work was very important to him and brought him much satisfaction, spending time with his wife and family was paramount. He enjoyed hiking, biking, golfing, and being outdoors. The Illinois Supreme Court announced today that the Third Judicial Circuit judges voted to select Donald M. Flack as an associate judge of the Third Judicial Circuit.
Mr. Flack received his undergraduate degree in 1993 from Southern Illinois University in Edwardsville, IL, and his Juris Doctor in 1998 from St. Louis University in St. Louis, MO. Mr. Flack is currently affiliated with the Flack Law Office in Wood River, IL and the MadisonCounty State’s Attorney’s Office in Edwardsville, IL.

Illinois State Bar Association President John G. Locallo lectured a law school class, discussed cameras in the courts with the news media, and toured tornado damage on a visit this week to southern Illinois.
Locallo met with Saline County lawyers for lunch in Harrisburg on Wednesday. Harrisburg was hard hit by the “Leap Day tornado” on Feb. 29, that took seven lives and destroyed a significant section of the city. He also took a tour of area storm damage.
On Thursday, President Locallo took time to lecture SIU School of Law Dean Cynthia Fountaine’s class on starting and keeping a law practice. He also met other students during a reception hosted by the law school.

Chief Justice Thomas L. Kilbride of the Illinois Supreme Court and Chief Judge Ann Callis of the Third Judicial Circuit announced Thursday that news cameras will be allowed in the criminal trial courts in Madison County under a pilot program approved by the Supreme Court earlier this year.
The Third Circuit follows the 14th Judicial Circuit in the Quad Cities area where extended media coverage has already been implemented under the experimental program, as well as the 21st Circuit which received approval last week for allowing news cameras at criminal trials in Kankakee County.
“I congratulate Chief Judge Callis for moving her circuit forward in this experimental program,” said Chief Justice Kilbirde. “Madison County and the surrounding area is known for a vibrant and energetic brand of media. Because of its proximity to St. Louis, it will provide the pilot program with input from metropolitan TV and radio stations, who are already accustomed to camera coverage in Missouri courts.
“The pilot program is proceeding in the 14th Circuit where still or video cameras have already recorded actual court proceedings in Rock Island, Henry and Whiteside counties. In the 21st Circuit, Chief Judge Kathy Bradshaw Elliott has met with media in the Kankakee and Chicago area and expects to implement camera coverage shortly. As the pilot project goes forward in another geographical area of the state, the most important issue is to continue to balance carefully the goals of greater openness and access with dig-nity for the process and the guaranteed rights of defendants to a fair trial.”

The Illinois State Bar Association helped provide a special photograph of Abraham Lincoln to Beecher City High School. The photograph, made by Alexander Hesler in 1860, was reproduced from glass plates and made available through the Illinois State Historical Society.
The ISBA and Beecher City Merchants Association purchased the photo for the school. At the school assembly presentation of the photo, photographer PJ Ryan talked about the photographic significance of the image; area Lincoln buff and businessman Jerry White told the students about Lincoln, the poet and leader, and attorney William Austin of Effingham, representing the Illinois Bar Association, talked about Lincoln, the self-educated lawyer.
