Bill would require personal service for debtors

Not only should due process require personal service before people can be imprisoned, how is it that we actually imprison anyone for merely owing money? Of course, under the NDAA we can imprison people for no reason at all, without the right of habeas corpus, so maybe debtors' prisons are not so bad!
