Supreme Court appoints Charles C. Hall as circuit judge in Fifth Judicial District
Justice Rita B. Garman and the Illinois Supreme Court have announced the appointment of Charles C. Hall as a Circuit Judge in the Fifth Judicial Circuit.
Mr. Hall has been appointed to fill the vacancy created by the retirement of Judge Claudia Anderson. His appointment takes effect on March 1, 2017, and concludes on December 3, 2018, when the position will be filled by the 2018 General Election.
Justice Garman recommended the appointment of Mr. Hall after a review process in which applicants were screened by a judicial screening committee. The committee found him exceptionally well qualified for the position.
"Mr. Hall is a longtime practitioner and we are fortunate he is willing to assume the responsibilities of this position,” Justice Garman said. “He was highly ranked by the committee and enjoys the confidence of lawyers and nonlawyers alike."
Mr. Hall received his undergraduate degree from the University of Illinois at Urbana-Champaign in 1969. He then served on active duty with the United States Marine Corps and later in the Marine Corps Reserve. Mr. Hall received his Juris Doctor degree from the University of Arizona in 1973.
In a role that started his path to the bench, Mr. Hall served as Law Clerk to the Hon. Henry S. Wise, U.S. District Judge for the Eastern District of Illinois from 1973 to 1975. He then joined the law firm of Young, Welsch, Young and Hall. In 1985, he became a partner in the law firm of Welsch & Hall. Mr. Hall has been the owner of the Hall Law Firm since 1998.
Mr. Hall is a member and past president of the Vermilion County Bar Association and also a member of the Illinois State Bar Association.
He has served on numerous boards and as a member of many civic organizations. Currently, Mr. Hall is a member of the Illinois Supreme Court Committee on Civil Jury Instructions. He is the Chairperson of the City of Danville Board of Fire and Police Commission, a role he has served in since 1981. He is the President of the Danville Public School Foundation and is a member of Provena United Samaritans Medical Center Foundation Board of Directors.
Mr. Hall and his wife, Kim, live in Danville and have three grown children.
The judicial screening committee, which was appointed by Justice Garman to review the 10 applicants, consisted of four non-attorney members and three attorney members, all of whom reside in the Fifth Judicial Circuit.
The non-attorney members were Stephen Eitel, Todd Lee, Robert Randall, and Deanna Witzel. Mr. Randall served as chairperson of the committee.
The attorney members of the committee were Brent Holmes, Hon. John P. O'Rourke (Ret.), and Judd Peck.
The Fifth Judicial Circuit includes Clark, Coles, Cumberland, Edgar, and Vermilion counties.
